We should probably go the other way and make ISPs, and DNS and VPN providers common carriers.

I bet that the idea behind this is that they can block Chinese AI providers by claiming that they stole knowledge from US AI companies.

They tired this in the UK. I can get to a mirror of any pirate site without issue without a VPN. It ends up being a game of whackamole.
